In terms of consistency, I'd say the void whip is the best. Disabling the guardian is hands down the strongest thing there is and it allows you to take as much time as you need for most rooms.

The devs should have added a few default phantoms that start with you, even in a temple that pelo other player has visited before, just to Phantom Abyss at least give the illusion that the phantom gimmick is working, and maybe makes the player feel a sense of danger as more and more of these phantoms die off.
